A great many capable people say nothing in public for one reason they rarely admit to. They are frightened of what happens if somebody turns on them.

It is a reasonable fear. Almost nobody is ever taught how to handle it, and the silence it produces is expensive for the person and for whoever employs them. Ten lessons, a sorting drill, and one protocol worth keeping somewhere you can find it in a hurry.
